The Avtex Fibers Superfund Site, located in Front Royal, Virginia, is a former rayon manufacturing facility consisting of approximately 440 acres. The Norfolk Southern railroad runs through the middle of the Site separating the former production facilities on the eastern side of the railroad tracks from the disposal units located on the western side of the railroad tracks. Residential areas are located to the east, south and north of the property boundaries. The South Fork Shenandoah River is located along the western portion of the property. Waste disposal practices at the plant contaminated the groundwater under the Site and in residential wells across the river from the Site. Waste was disposed of in basins adjacent to the river. In 1989, the Virginia State Water Control Board linked polychlorinated biphenyl (PCB) contamination in the river to the Avtex Fibers plant. Subsequently, Virginia revoked the plant’s permit that allowed treated wastewater to be discharged to the river. The Avtex Fibers plant was shut down following this action.
