The 15-acre Elizabethtown Landfill Site is an unlined, sandstone quarry that operated as an unlicensed landfill from 1958 to 1973, accepting industrial and municipal waste from nearby communities. About 13,200 people get drinking water from public and private wells within three miles of the site, with one private well located 800 feet from the site. The surrounding area is mainly agricultural and rural. Conoy Creek, which is 800 feet downgradient of the site, is used for recreation.
