The Koppers Coke Site covered approximately 38 acres at the intersection of Energy Park Lane and Norris Circle in Saint Paul, Minnesota. Historically, the site was used by Koppers, Inc. to produce foundry coke and coking byproducts. The coking facility operated at the site from 1917 to 1979. The site was acquired in 1981 for reuse by the Port Authority for the Saint Paul Energy Park, and office buildings and light industrial buildings now occupy the site. Approximately 15,400 residents live within one mile of the site. The nearest residence is located approximately 100 feet away, and Como Park, a major regional recreational facility, is located three-quarters of a mile from the site. Site Responsibility This site was addressed through State of Minnesota and potentially responsible party actions under the United States Environmental Protection Agency's (EPA's) Enforcement Deferral Pilot Program which deferred site management and enforcement to the State.
